I have ax 2000 Ford Crown Victoria police interceptor, that won't start. Battery tested and is good. No horn, lights or power?

It started the day before and became sluggish. After i turned it off, it wouldn't start back

Battery, battery cable, engine ground (negative battery cable). Get the battery load tested.
