Is it legal to buy a used vehicle from a private owner with an altered ignition?

Is it legal to buy an old truck from a private owner that has to be started with a
screwdriver because he said he lost the only key he had? This is in Washington
state. Never came across this before.

I doubt it is illegal. Check your states laws.

if you receive a certificate of title signed over from the previous owner that is valid it doesn't matter if you have to push start it to get it running.

inquire within your DMV or police department with the VIN number if it has been reported stolen.

It is possible the truck would not pass inspection in your state.
