Truck won't start with key

I've been having electrical issues with my '87 F150 V8 5.0.

Originally the battery was dying. Then I couldn't get it to start at all. I've put in a new
alternator and  a new solenoid  but it still won't start when I turned the key.

I got it to start up by jumping across the little start point and the positive input on the
solenoid with a screwdriver. I'm not sure what to do next.

When I turn the key, almost nothing happens at all. A few warning lights come on and I hear
one click somewhere in the engine, but I'm not sure where.

Also, the battery seems to be overcharging. The multimeter reads over 17 when the engine
is running.
