1987 f 150 cranks but will not run. runs about 2 seconds on ether.

5.0 EFI dual tanks. Now empty except for 1\2 gal in each tank for test only. Front tank was
full of old gas. siphoned it out.New rail fuel pump runs when key is on for 2 seconds as
expected No noise from either tank as key is switched on. Suspect in tank pumps are bad
as it sat up over 2 years. Can I be sure or do I need to check other things before installing
new in tank fuel pumps. Rail pump shows good pressure and some fuel is present.

Check the fuel pressure at the rail with key in on position. If within specs turn key off and see if pressure drops
