2013 Express E3500 (RV) the taillights and running light are not working?

I have a 2013 Express E3500 (RV) the taillights and running light are not
working.  But all other lights and blinkers work. Blubs are good, fuse is good.  
Circuit tester shows that I'm not getting power to the fuse. I checked all the
other fuses, and all are good.  Wiring diagram does not help, no indication of
how wires come into the fuse box or from where.  Any advice?

Tail lights and runners are the same thing , yes ? , No ? I guess headlights work , is the switch wired with different lines to the the back or has different settings . Look for corrosion or any obvious wiring problems , mice can invade even a daily driver . Check for good grounds
