If you replaced lock cylinder and key, the key may be a chipped key that will need programmed, chipped key locks out fuel pump,if wrong key opens lock cylinder. Let me google it and i will have a for sure answer for you in a few mins

Ok this is not a transponder car,did you check the fuses? Is there any thing that doesnt work? Dash lights? Get back to me and i will. Try to help resolve this issue.

Check for bad connection under the column to the "run" wire this sometimes comes halfway out of the connector and causes this issue.
