1984 Cadillac BIARRITZ Covertable

I would like to know why sometimes when I am stopped, my Idle will fly real
high. I have to hold on the brakes very hard and then the idle seems to
randomly drop down. Things I have changed possibly related are I have
changed the fuel pump, fuel filter. so I am wondering could it be the EGR Valve
or ABS?
