brake lights and turn signals along with rear wiper,cuts out and starts then stops,what can cause power interupts

start car,brake lights and turn signals work,turn off car and restart,brake lights
and turn signals dont work. let it sit a few they start working again.

Where would the ground be. Ive heard that it can be in the hatchback or the ecm
