Only if the passenger side is unoccupied.
If a child is riding in that seat, yes. Otherwise it should be on. There's a weight sensor in the seat cushion. If you have something sitting on the seat that weighs in between a certain range the computer will think a child is riding in that seat and disable the airbag. Early airbag systems have killed children which is why they're designed this way now. Some systems will also disable the airbag if the seat is unoccupied. But on most vehicles it's active with the seat unoccupied. HTH. -Jim
