Starter keeps turning after I let go of key

This morning while starting my 2013 Ford F-
150 XLT Supercrew  I turned the key to crank
engine but starter kept turning even after I let
go of key. Did not start but starter kept turning
over until I rotated key to off position.

What can cause this and what is the fix.

I had the exact same problem with a 2010, but it would only happen when I filled up the tank with gas. Not reading the owners manual, I would force feed the gas into the tank past the first automatic click-off. The engine would crank, but not start and when I released the key, it would stay in the start position until I manually turned it back. By overfilling the tank I was forcing raw liquid gas into the charcoal canister and into the purge valve located on the top of the engine. Changing the purge valve solved the problem. If the problem is within the EVAP system, it may still be under warranty.

You have an OTIS system. This is normal behavior. When you turn to start even momentarily, the starter will crank for 10 seconds or until the engine starts — whichever comes first. Or unless you interrupt it by turning the key to the off position
