fuel pump not coming on

Have a 1989 SR5 v6 toyota Something is not allowing the fuel pump to come
on. Jumped it and the pump comes on. Take off the jump and it won't. fuel is
getting up to the engine. What could be the problem?

I changed the motor and the fuel pump will not come on and all the fuse and relay is good and the fuel pump too. What is the problem? Then I used starter Fluid then it Crank then cut back off
