Tries to turn over but doesn't go all the way

97  Dodge Intrepid  and this is what I've done Okay
I replaced the fuel pump checked the fuses and it
tries to turn over but it won't fully commit I'm not
sure if it's the starter

I am needing help to figure out why my car won't start I've replaced the fuel pump checked the fuses none are blown I'm kind of at a loss here it tries to turn over but it doesn't fully catch so I kind of need help and deciphering if it might be the starter or not or the spark plugs so if anybody could help it be greatly appreciated thank you
