1997 Dodge Dakota Sport won’t shift out of 1st gear

I just bought 1 97 dodge Dakota sport, 3.9
automatic and it will NOT shift out of fist gear.
Previous owners said they had that problem,
changed transmission and STILL HAVING
THE SAME PROBLEM! What could it be?

Thanks. The fluid level is good, so I’m thinking of trying to replace the speed sensor or the transmission control module (is that the same as transmission control solenoid or something entirely different). Those were suggestions I gathered from reading some other posts also. Thanks for the help so much!
