When I turn my ignition on to start my truck
I have all the bells and whistles if I touch
the brake everything dies if I turn the
headlights on everything dies when I turn
the key on I can hear clicking in the fuse
panel under hood 1998 Dakota 5.2

Come on now buddy check basic stuff... take the battery cables off and clean the terminals.. sometimes u gotta literally take the terminal off the wire and clean that off if possible then clamp it back on the wires... check where the main negative cable bolts to the ground and follow the red cable to the starter... start checking cables
