Yes you can replace the horn contact in the steering wheel without replacing the air bag. Are you sure that is has bad contacts? Have you checked fuses? Have you checked the relay? Jumper 12 volts to the horns and make sure they work. --- Taking the wheel apart is not fun and I would install a button on the dash before I did it.

I have completed all the above. Horn works! Removed the horn contact and tested it also. Would not work by touching it with your finger tip but would work using my finger nail. Is the only way to repair this by wiring a button on the dash? Or can I purchase just the horn contact? If so, where can I purchase just the horn contact? Thank you for your time.

By the way, I removed the airbag and removed the horn contact from the airbag and tested it with a meter.

If you can see the contacts, you could try some contact cleaner which is mostly alcohol. You should be able to buy a new contact button unless it's part of the air bag assembly. Be very careful with that airbag - don't have it pointing towards you when you plug it back in and ground yourself to prevent static sparks.
