Running a modern car without the battery can damage the engine computer.

check the large fuses and small, the charge system on the neon works different than the older cars, a volt spike could have happened, it cranks,,,ok unhook the battery leads , touch together with key on ,turn off key ,connect leads to battery and crank, hope for start
