Dodge neon srt4 turbo problems

I have a neon srt4 and it is only getting 5 psi of boost. I
have the stock turbo. I was told to replace the wastegate
but that made it worse. Anyone have any ideas?

Restricted exhaust and intake can reduce boost. Check your air cleaner and your catalytic converter.
