my timing belt wont go back on after i replaced water pump-on my 02 vw jetta

i replaced my water pump and when i tried to put belt back on ,the tentioner wouldnt retract enough for me to put belt back on

All the tensioners I have messed with Ive had to put in a vice to depress them and put somesort of pin in them to lock them back and then install it and remove the pin when your all set and it will set the tension.
