Hello-It is an ignition lock bypass meaning if the Van is not on, and you push that button with the key in the ignition while simultaneously pressing on the brake pedal, it will allow you to shift the transmission. This is especially helpful when the brake switch fails (the electrical component that controls the brake light illumination when you press on the brake pedal). If the brake switch fails, other drivers will not be alerted that you have pressed the brake pedal and are stopping or slowing down. The safety feature building into all cars after 2002 will seize the manual transmission shifter in whatever gear its in when the switch fails (PNDR). Are you having trouble getting the car started or running? Please let me know! I hope this helps!
