How can I stop rain from draining onto driver's side floor board?

The floorboard on the drivers side gets soaking wet when it rains (depending on which direction the car is parked).  Rain comes in on the far left side UNDER the dash (I've watched it.)Sometimes happens when I'm driving, but very minimal.  Took it to a dealer (twice), and a auto repair place and they couldn't find the leak.  I keep using a wet/dry vac to get out the water, but it's pretty tiresome to do this a couple of times a week.  Any ideas why I'm getting this foot bath and how I can stop it?

Windsheild needs resealed ureathaned if it from under dash.or the drainsunder the plastic cowling (outside)are plugged allowing water to overflow into car
