How can i fix this problem on my dodge avenger?

I have a 2011 Dodge Avenger. And i have a problem with some type of fan
that stays on and drains my battery . I took car to the mechanic and he
placed car in computer and he told me there is a problem with that fan, that
help the car warm up, i have no idea what he told me. the thing is that he
unpluged that fan so battery wont drain, cause he dont know how to fix it (
What a mechanic). The engine light is on due to that and car is not heating
fast enough now in the colder temps. Heat inside cabin is cold on one side
and hot on the other side. Any help will be apreciated.

Sorry for the missunderstanding. The problem is the secondary air injection pump. Somehow it be coming on when the car is off. draining the battery completely. i be trying to search around to see what the problem is. but is not the pump . i was thinking y could be the relay . but i have no idea. does anyone has thisproblem before....Currently i have it disconected so the battery wont get drained. but the engine light came on. and i cant pass inpection because of it. so the mechanic suggested to plug and unplug before and after using the car. so he erase code. and i plug in before turning car on and take plug off once i turn car off. so i could drive a few miles to be able to get car inspected. but like on the third day that i plug before turning car on. The pump came on, with car off. And the engine light came on again. i the inspection when up in smoke...So that is my problem. i need to find a way to stop that thing from coming on...any help will be appreciated...
