Theft system is preventing my car from starting

I turn the key and on my computer board it says starting is
disabled due to theft system wait 3 minutes then start car I
wait three minutes and it goes through the whole process
all over again still the same signal wait 3 minutes I changed
the battery in my car now I can't get it back started can
anyone help me disabling my theft system in my 1991
Cadillac Allante that ran perfectly until I changed my
battery only has 70,000 miles on it

Could be a damaged key. Look up VATS/PATS bypass systems.
