Theft system is preventing my car from starting

I turn the key and on my computer board it says starting is
disabled due to theft system wait 3 minutes then start car I
wait three minutes and it goes through the whole process
all over again still the same signal wait 3 minutes I changed
the battery in my car now I can't get it back started can
anyone help me disabling my theft system in my 1991
Cadillac Allante that ran perfectly until I changed my
battery only has 70,000 miles on it

Could be a damaged key. Look up VATS/PATS bypass systems.

My 1990 Alantee acts like it is not getting gas. I can shoot starting fluid in the air filter and the car runs fine until the fluid burns out. I checked the fuses in the center console and they are OK. This happened after the security system went off as a result of me changing a dead battery. I was wondering if there are 2 possibilities preventing the car from running. 1 â Did the factory security system cause my fuel pump to deactivate? And do I need to reset it??? Or 2 â could I have blown a fuse someplace when I changed batteries? I suspect the fuel pump has no power because when I turn the key, I can not hear the pump. when i turned off the car a fan or blower kept running even whith the key off. the battery is now dead.
