2003 cadillac seville heater blower

Having problems with the heater blower not turning on. I
have replaced the blower motor and the fuses. Still wont
blow out air in any position.

Replace the resistor board that feeds the blower motor. When you change the fan speed, it adds or reduces resistance to the inbound power line of the motor. This make the fan speed go up (lower resistance) or down (higher resistance). It is common to have a failure of this small part. It is typically mounted to the fan housing and accessible from under the hood.
