Ford fusion 2011 power steering assist

I've been told the power steering gear needs to be replaced to the tune of about 1,200.00 for the part alone. Ford said it is not covered by recall even though still safety issue that wheel is hard to turn at low speeds. From what I've read, the 2011 Fusion does not take a power steering flush, but I am unsure exactly what needs to be done. It may just need a fuse and the dealers want to make more money. .I am going to go to Meineke for a second opinion. What did you do?
