A lot of times, when a water pump is going out, it pumps enough to keep the engine cooled, but not enough to circulate through the tiny heater hoses. Another common problem on older cars is the HVAC Mode Door sticking on the cold side, and won't shift to hot. Yours might have a faulty actuator or the actuator needs to be recalibrated.
Check both heater hoses for heat, if they are both hot to the touch then you have a problem with the blend door or the servo that runs it. If the hoses are cool to the touch then you have an air pocket in the heater core.
