Heat not working

I have a 2009 X5 with less than 80k miles. When I try to turn on the heat, it takes forever to work or it simply doesn't work at times. I live in CT and it's winter time. So far, I have changed the thermostat 2 times, water pump, heater control valve, heater core, adjusted the flaps, and heater control unit. Once all these were changed, heat would work and then a day later, I'm back to the same problem. Fluids are also topped off. Now, I noticed my heated steering wheel is not working. I've made sure the a/c is not on, I've turned the heat to my face and it's on red in isetting. Please help as I am out of ideas and tired of bringing my truck back and forth to the shop.

I would test the coolant freezing point. It may be getting slushy and can't flow. It should test minus -35 degrees F or colder. It might just be this extreme cold stealing your hot coolant before it gets to the heater core. My heater works better in town because there is less wind chill on the engine while driving slower.On semi trucks we would cover up to 3/4 of the radiator to warm the engine compartment. I don't like to recommend that on cars because if you don't watch closely, you could severely overheat the engine at times.
