the engine control was broken we changed it now the check engine light is not getting on

if you are referring to the check engine light not coming on well then that may be good . it only comes on when the computer detects an issue with in you car. like a bad sensor or something. if it was on prior to replacing it then the code may have cleared. if the light comes back on at any time you can take it to advance auto or sometime a local repair shop and they will scan it for free and let you know what code comes up so you can fix the issue.

Negative, All other lights getting on except the engine light so we can not program the key and since we can't program the key the engine can't get on

sounds like an alarm system issue . I would suggest contacting you dealer and getting your key fob reset.
