Screws holding charcoal canister will not come out (just spin).

Changing the DTML pump. I’m trying to remove the two 6mm allen screws that
hold the evaporative charcoal canister. The screws will rotate, with some
resistance and then “thump” into position after rotating exactly 90°. It acts like
there is a square nylon nut that is rotating along with the screw. I cannot see or
feel the nut so I can’t hold it from turning. Has anyone encountered this and
know a solution?
