Headlights not working

headlights and sentinel not working in normal position. Replaced high beam
relay and lights do work at the fog lights setting but not the other settings also
replace the master relay same thing

Have you replaced low beam relay? I believe it's #43 under the hood. There is a recall for this issue, doesn't cover all years 02'-09', but it does indeed affect all years. Swap the low beam relay with the fan relay, right next to it, same relay. See if you get your lights back.
