make sure coolant is full , if you can reach the heater hoses from the engine bay see if they are both hot , under the dash there's either a blend door or a valve in the hose that opens , only one hose will be hot if the heater core is plugged or if the valve isn't opening , do you hear the vent open when you make the selection ?

No I dont hear the noise when i make the selection. Could this still be the door actuator?
