There is a belt squeeling when it rains then we got snow and the car died three times today could it be the belt?

The serpentine belt had been squealing so I took it the shop and they sprayed stuff on it
to get it to stop. Yesterday we had rain all day and the belt started to squeal again. Today
we got a very wet snow and the car has died three times today. Twice while turning and
once while slipping on icy streets. Could i6t be that belt or wet spark plugs? Any other
ideas?
