Got a bmw x3 from a dealer I found from car
guru....was told that I the remote keys needs
batteries.....but found out 8 days after I got the car
that it was an electrical problem.....what could be
done in this situation and what is the return
police...

The return policy is what ever the dealer says it is. Read the paper work that you signed.
