Why is the OBD not working

Found out during inspection of 2008 Town and Country that OBD connector
wasn't working.  Couldn't pass me until that gets fixed.  Looked in manual for
where the fuse is for it and there is no listing for the OBD port. Have had a car
guard plugged into it for about a year now which is a device from Vivint security
systems to be able to track the car and notify you of any problems.

If the Vivint device is working , I'd say you have power to the port. You can always probe the plug if there is power as well. I can't say why the smog testing facility couldn't read the vehicles data. Maybe a trip to a mechanic will get it sorted?

Cig lighter or accessory fuse is what is many times used.
