2008 Toyota Avalon coolant reservoir is overflowing

My 2008 Toyota Avalon coolant reservoir is overflowing when I drive but
engine is not running hot. This all started after the water pump and radiator
were replaced. Automotive shop says that a "block test" was done to ensure
that the head gasket was OK before putting on radiator. when i brought it
back to the shop to tell him about the reservoir overflowing he stated that my
engine was now failing the block test and that i needed a head gasket????
Only 3 weeks time had transpired.My vehicle has never ran hot and before
the radiator was installed i never had an issue with the reservoir tank
overflowing. Any suggestions?
