outlet in hood of pontiac grand prix

so i have a Pontiac grand prix 2008 and in the glove box it has hidden gps
tracking and it has a cord in the hood that can plug into the wall i was
wondering if this was used to jump a car or is it like some hybrid type car?
and also with the hidden gps tracking theres also stickers with cop symbols so
im thinking its like some ex cop car? and it also gose to 220 on the dash in
mph i havent try to max out the speed yet.

That's possible, or it could be an aftermarket security system. I'll bet its got a website name on it somewhere or maybe an 800 number that relates to it. Follow that up and you'll have your answers. Not sure about the speedometer although that does suggest law enforcement if its not standard for that car. A bit of googling should shed light on that one too.
