Noise when I turn steering wheel from left to right

About a month ago I bought a 2008 Chrysler Sebring convertible.  The car has less than 25,000 miles.  I brought the car back into the dealership to machine the rotors due to a front end shake over 60 mph.  After the rotors were machined the problem went away.  Now I have another problem.  When I turn the steering wheel from left to right, even when the car is standing still, I hear a front end noise.  That is, it sounds like metal on metal when I turn the steering wheel back and forth all the way!!!  Can anyone tell me what the problem is?  Is it a good ides to drive the car in that condition?  Please help.  Thank you.

it could be a loose wheel or the cv joints
