2003 Ford Explorer making metal grinding noise

2003 Ford Explorer making metal grinding noise, replaced both front hubs still
making grinding noise while coming to a stop and applying brakes. I checked
brake pads and disks they are okay. Any recommendations?

Could be a pebble between the pad and rotor. Or something around there is scraping. Narrow it down to which wheel is making the noise and then take the wheel off and look closer.
