Battery or starter?

I can’t start my 07 cobalt ls without
jumping it. It’s not dead. Dash lights
are still on. When I turn the key to start
it, it just clicks but won’t start. I tested
the battery. It’s only at 21%. Do I need
a new battery. Or might it be
something else?

Is the battery over 5 years old? Have it load tested, along with the alternator. Make sure all the connections are clean and tight. Most auto parts stores do this type of test free of charge.
