2007 Chrysler Town & Country what is the part that is under the chassis and is like a half round dome shape that covers the steering?

Not sure what part Im asking for but when you look under the chassis there is
a half round protective casing on top of the steering column. I slid under the
car and looked at it. Its coming loose and making a noise.

Maybe you are talking about the steering column shroud. I suppose it is there for protection since the hot exhaust pipes are fairly nearby.
