2007 Toyota RAV4 Evaporative Emission Leak Detection Pump

I have an error code P2401 Evaporative emission leak detection pump stuck
off.  It causes the check engine, VSC and AWD lights to light up and stay on.  
Disconnecting the battery will reset the problem but it will come back after
less than 100 km of driving.  I have changed out the Evap cannister purge
valve as it appeared as a code previously.  I changed out the evap cannister
on the recommendation of my local Toyota dealer and it was OK for about a
year then came back.
