can I diagnose my car with OBD2 scanner w/out engine light on?

XJ8 from 1998, has a rough idle & up to 25 MPH, has lost power, maxes at 45
MPH (without coughing) engine light is Not illuminated, engine did Not
overheat.
Can I use a OBD2 scanner to diagnose without the engine light being on.. also
will a OBD2 Scnr let me know if its as bad as a timing chain?

You may find some codes. A scanner that can read live data would be better than a simple code reader.
