what causes air to blow hot in car...ac/blow hot air. it is like thermostat is stuck or temperature switch is bad?

replaced radiator in 2002 xtype jaguar, now fan motor runs when I turn off the car and car gets hot. but temperature gage is at normal. do you think thermostat stuck, ac blow hot air.

I have a 2004 jaguar x type, the a/c - heat only blows out the defrost vent
