Double issue Chrysler Town and Country

I have a 2001 Chrysler Town &
Country. My driver side wheel makes
a knocking noise usually if I drive
faster than 45-50mph and my
steering wheel shakes. Also my
driver side wiper arm is not
connected properly and bounces
around. My questions are; are these
two issues related because the part
where the wiper arm connects to the
car is above the top of where the
wheel connection is? Either way
what is wrong, can I fix it myself with
the right tools and how much will it
cost?

BTW the wiper arm has nothing to do with the drive train that would be a different issue altogether
