Fuel system

Cranks but won't start. New fuel pump, 22psi at key
power, no psi when
cranking?  Checked ground on pump.  Spark is
good.  Timing is right.

Sounds like the fuel regulator needs to be replaced in the TBI. There should be 9 to 13 lbs. and hold that.
