ABS Light on every winter. Breaks skip/sputter (don't grab) in winter. Pads/rotors/wheel bearings all replaced in the last 3 years. No noise. What could it be??

Sounds to me like you need the ABS serviced....these can be Dangerous~ don't take any chances here....get them serviced right away....might be a simple vacuum leak not able to evacuate the accumulator~ ...better get it checked by a mechanic with years on 'im~
