2001 Buick LeSabre custom will not start could it be the neutral safety switch because I know it is not the battery

all the lights on the dash come on
but there is no spark when I turn
the key

If it's the neutral safety switch the car won't even crank, but a starter relay can do the same thing. Is the starter engaging?
