2000 buick century wont start after new starter was put in

starter went out and got a new one, when I turn the key forward everything works but the car wont start. after using a light tester it shows two crank fuses are out but the fuses are good. what might be wrong with it?

Note the diagram. Since your talking about fuses, not only check the fuse, use a test light and check voltage at fuse. I count four fuses, the top two, hot all the time. Spade type fuses usually have a metal spot on top of the fuse, use test light on that spot to check voltage for fuse. The lower two fuses, toward the left, go hot with key in the start position. To check those for voltage, have helper turn key to start while you use test light, the key has to be in start position to get voltage at those fuses. Other than the fuses, there a few possibilities.
