4 Low Indicator Light Stuck On: 2007 Dodge Dakota

Found the 4 low indicator light was on even though
the truck is in 2wd. I know the truck is still in 2wd
because I can still spin the rear wheels. I can still hear
the actuator switching from 2wd to 4low and 4high,
but no matter what the light will not go out even when
the truck is off. Only way light goes out is to unhook
the battery.

Last time I used the 4wd drive system was a few
months ago.

The interior or the cargo lights aren't working either. I'm thinking it's the instrument cluster that has gone bad. Any other ideas? I can pull the fuse labeled "IOD, CCN, Radio" and that shuts off the 4 low indicator light as well.
