Even with the climate control system off air will still be moving through the vehicle. It comes in through the heater vent on the floor. Make sure you have the temperature setting on cold. Otherwise the air coming through the vent will be heated before it comes into the passenger's compartment. A law was passed beginning with 1973 models and newer that basically says fresh air must be coming into the passenger's compartment at all times. This is to prevent people from being overcome by exhaust gases in certain situations. If you can only get heat from the climate control system, there's something wrong with the temperature door actuator under the dash. HTH. -Jim
