I start my 1999 saturn sl2 and it goes to 3500 r.p.m.s and stays

what is causing my saturn to idle at 3500 r.p.m. . iI replaced the iac alsotbs and checked  
vacumm lines. i unpluged map sencor , it lowered to 700 rpm and tried a new one. rpms
still at 3500.
